                              The usage scenario's for this is hot-swapping parts for either a test bench scenario for PC repair shop checking the parts and also for things like assembly line component testing and longterm server component swapping if it's expected the server must stay running 24/7 for 99% uptime or if other hardware connected to the same machine needs to be accessed while such components are being swapped, for instance you are running a game or chat server and need to add more storage or the system is broadcasting live on TV or a game tournament or chat or event is taking place and the people are already logged into the system and engaging in conversation or doing business for a meeting and you can add a component that goes live immediately with content they need to access to continue, or to perform work with, or even engage in remote testing of components in a lab setting. For example, if the scientists are in other parts of the world but you the computer technician can simply plug in a test card to perform experiments with and they remotely activate and perform those experiments once the card is plugged in, and swap out another circuit with another experiment or series of experiments or identical experiments side by side. Lots of use cases for this type of thing.

                                                                                                Pretty sure the issue is with Windows 10. Even if I change the voltage on my CPU overclock I get a "BAD CONFIG FILE" error on reboot. From what I can tell Windows 10 keeps some kind of record of the entirety of the PC's hardware and settings and any change is considered an error.
